Internazionale striker Hakan Sukur equalised late in Oslo to deny Norway a rare win.
The Turkey team dominated large stretches of the first half but conceded a 43rd minute penalty which John Carew blasted wide of the target.
But Norway won a second spot kick in the 75th minute and this time Ole Gunnar Solskjaer made no mistake with a placede finish.
Norway have struggled since the European championships and they conceded an equaliser when Sukur was unmarked to convet a 78th minute cross. Tore Andre Flo encapsulated his recent dire form by missing an open goal from two metres out with the game at 86 minutes.
